Driving while enjoying the blue skies and ocean views is one of the highlights of an Okinawa trip.
For individual sightseeing around Okinawa Prefecture, we recommend using a rental car. The main island of Okinawa spans approximately 106.6km from the southern tip (Arasaki) to the northern tip (Cape Hedo). Since traffic congestion can occur depending on the location and time, using the expressway is optimal.
So, many may wonder if an ETC card is necessary when renting a car. To ensure a fun trip to Okinawa, we’ll explain in detail about the expressway system and the need for ETC.
Features of Okinawa Expressways
The main island of Okinawa is about 106.6km long, the shortest among Japan’s four main islands. This short total length characterizes Okinawa’s expressways. The Okinawa Expressway runs from Naha IC (Haebaru Town) to Kyoda IC (Nago City), covering a total of 57.3km, making it the shortest expressway route in Japan.
However, with short travel times, it is very convenient for sightseeing. Compared to mainland Japan, the low toll fees are another reason we recommend using it. This is due to the smaller population and lower traffic volume in Okinawa. The biggest feature and advantage is the “good access to major tourist destinations.” The expressway is adjacent to popular spots like Naha Airport and Shurijo Castle. For example, the stretch from Naha IC to Kyoda IC is convenient for visiting major attractions such as Naha Airport, Shurijo Castle, and Kokusai Street. The must-see Churaumi Aquarium in the north is about 40 minutes from Kyoda IC. To make efficient use of limited travel time, we recommend using the expressway.
Is an ETC Card Required?
To answer directly, an ETC card is not required for Okinawa’s expressways.
While ETC cards are certainly convenient, the expressways in Okinawa are relatively short, and for limited use, an ETC card may not be necessary. Toll booths accept both cash and credit card payments, making it very tourist-friendly. With many short-distance trips, using cash or a card is not inconvenient and makes for a smooth payment experience.
Extensive Discount Programs
Generally, using an ETC card on expressways provides toll discounts.
These discounts typically require setting the card in the vehicle’s ETC device and registering for specific plans. However, as of December 2023, even cash and credit card users can receive the following three discounts on the Okinawa Expressway.
Weekday Morning and Evening Discount
From 7–9 AM and 5–7 PM on weekdays, a 50% refund is provided on the Okinawa Expressway. This discount is returned on the 20th of the following month. It’s a great deal if you’re driving during these hours.
Touring Discount
This discount applies when you use the expressway multiple times on the main island. If the total driving distance between two tollgates is 30km or more, it qualifies. At tollgates, you insert your credit card to pay.
Within 30 days of the first use, apply for the discount via NEXCO West Japan’s “Michi Tabi” site, and you’ll pay only half the regular toll.
[Example] The regular toll for a standard vehicle from Naha IC to Kyoda IC is 940 yen. With the Touring Discount, it’s reduced to 470 yen. (As of 2023)
Disability Discount
Those with a physical disability or rehabilitation certificate are eligible for a 50% discount on expressway tolls.
Even without using ETC, these discounts can still be enjoyed. With just cash or a credit card, you can drive comfortably.
Tips to Make the Most of Driving in Okinawa
Compared to mainland Japan, Okinawa’s expressways are much shorter, which makes them ideal for sightseeing. The scenic views of the ocean, nature, and buildings make driving a pleasure and a highlight of the trip.
Also, you don’t need an ETC card—cash and credit cards are sufficient, ensuring a smooth drive. The tourist-friendly discounts are also appealing. Since many tourist spots can get crowded during peak times, check your route in advance and try to avoid heavy traffic.
